I would like to set some limited features to one skin.
I would like to eliminate FTP, email etc for security reasons. Then I would like to manually change the account to a full featured skin when I have confirmed the user is not a security risk.
Can I have one skin without email, FTP, file manager etc? And one with a full features?

Yes, you can. You can define skin configuration by hosting account, in RVskin Manager look at 'specific hosting account configuration'
Ok, but what I would like to do is have a skin preset to a certain configuration.
In other words...if I had a script that automatically created cpanel accounts. I would want the skin as default. So all accounts would set as by default with the limited features. Then I could upgrade the account to full features by changing themes/skins.
I don't want to work in individual accounts. I would like a default skin with security limited features.

I guess you can...sorry for not looking thoroughly first. At the reseller level you can edit individual skins at configuration>skin configuration.
