Ability to limit which templates are available to users Options

I really like the way we can add/edit/delete/regroup templates into the various categories and add our own template categories. Would it be possible to limit which templates our users can see? For example, if I wanted to sell pet-themed websites to some users and golf-themed websites to other users, can I let the pet customers only see templates under a "pet" category and golf customers only see templates under a "golf" category?
