I see you said license can not be resold, but why some providers charge us at $2/month license fees? isn;t it kind of reselling? If then that kind or reselling is allowed, can we resell FOR SURE then?

You cannot resell only the license. But if you are dedicated server provider, there is a special agreement for Dedicated Server Provider to include RVSkin in their package. Provider can charge a small fee for that.
